Refactor ConfigurationPersistenceService

Add methods to make it easier to get a RC (RepositoryConfiguration) and JSC (JenkinsServerConfiguration) from a repository object or repository name or JSC name directly. Notice how clunky, for example, fd6c6ce was because of the lack of this API.
