[FEAT]: Simple talker-listener for devices

Description

It would be nice if tm_devices provided some kind of simple, talker-listener to help identify and communicate with SCPI/TSP devices. This could be browser based (access via localhost) to make the implementation easier.

Additional Information

Something like this could be used to make a simple mcp server that allows users to interact with devices using their AI tooling.

Subscribing, something like this used to exist on windows, doesnt work on the newer scopes due to architecture change.
@calebjubal I wonder what your approach looks like? to tackle this issue(feature).
