HCF for DCPU-16 #46

Currently there is no way of killing a DCPU, you can only halt it but it doesn't really disrupt its use or powering it down if it has a IACM.

Thing is that killing a DCPU is useful from both device and gameplay side. I wanted to use it on my HSDP-1D for the full dump since it takes time to dump and needs to unable the DCPU to modify its RAM.
For gameplay reason, it would useful for radiation and EM contamination and hostile purpose.

My goal is to develop both devices and anti-device weapons, so I would probably rely on those functionality loss and durability issue quite heavily.
