InstanceRoles report from deis/registry#88

There is a report about InstanceRole configuration of registry not working at deis/registry#88 that was apparently sent in after all of the issues were already migrated to Team Hephy, or maybe skipped over for some other reason.

Just mentioning it here in case there is some follow-up needed. I think many AWS users are on external registries like ECR, but (if it works) many probably aren't. I know InstanceRoles is a configuration that we will definitely want to use, if we can.

Hosting an internal registry may save us from answering a lot of compliance-related questions about how ECR should be configured – it's an internal-only service and is not exposed outside of the cluster, nor user-facing.

Thanks for opening this @kingdonb . Looks like the issue migration tool might have failed here and skipped this issue.
