Add scouting data validation with TBA

We should pull match data from TBA to validate our data - if our scouts report a total of 14 game pieces scored by an alliance and TBA only says 4 we should at a minimum be aware of it. There are times the field staff miss things when manually scoring so it's good to be able to raise concerns. If scouts are submitting bad data that's also worth figuring out and addressing.
