Consider publishing an official Docker image #348

I will clean up this a little in an effort to make the resulting image as small as possible, and supporting a non-nvidia run.sh. Thinking about single stepping the deps + build + -devl clean up... I will look at producing an alpine version based off of the releases too.
It would be great though to be able to docker pull docker.io/team-phoenix/phoenix:$HASH for testing.
