Extra "Ghost" bottom margin? how to remove?

I have put a toggle in a div and highlighted that div in green.

the toggle pushes extra space at the bottom: 4 pixels in chrome, and 4.37 pixels in I.E.

Why is that? Is there a way to remove that and have the toggle take exactly the height it is supposed to take?
