I was able to get this up and running. It is built on .net core 1.1, and a lot of the packages used in the build are way out of date. By utilizing .net core 6.0 and modifying the referenced packages, along with making sure I had online nuget repos accessible as a source for restoring the project, I got it to work.

I seem to have got it running using Docker. Here's a dev container config file if you use VS Code, otherwise just pull the image and clone the repo.
