Rationalize `tact-template` existence and future goals

In my experience, absolute majority of Tact developers are using Blueprint and are familiar with it, many open-source standards and contract use Blueprint too. We should think through how we are positioning this template, wherever we want it to be full development framework/toolchain or something else.

In current state I don't see why someone should choose this over some other starter in the ecosystem

Here, right out of the box, there is a connection with AI (Cursor & Windsurf). The same Blueprint has not yet accepted these changes.
