[Toolkit] Use `html_attr` from twigphp/Twig/releases/tag/v3.24.0

For now, it's very very hard to use both AlertDialog and Tooltip triggers together as their trigger_attrs can not be merge correctly.

Using the new html_attr from Twig 3.24 should help!
