Add more pointshop hats/props, playermodel changes

Need:

• Bunch of new hats/props using:
  built in hl2 assets
  stuff from workshop of reasonable size
  custom made stuff

Use https://github.com/swampservers/contrib/blob/master/hatmaker.lua

Playermodel rework:

• Outfitter is laggy, exploitable, and it kinda nullifies the point of the rest of the customization models/props (Why take time to build a "look" that is supposed to look like something when you can just pick a model on workshop?). Unrestricted outfitter should be removed (and refunded).
• We should have more playermodels, but we should use the outfitter download system for them rather than requiring downloads on join. Having playermodels downloaded on-the-fly could potentially lead to a system similar to emotes where people can submit them, they get approved, then appear in the shop.

I could start working on porting some of my old hats in. Is the outfitter thing still needed? I thought the server had outfitter already
