Add project license

A quick scan of files in the repo shows that many files currently use the Apache-2.0 license (although it appears some included components are using separate licenses, which might need some attention). I recommend adding a LICENSE file at the root of this repo that contains the text of the Apache-2.0 license to make it clear that the contents of this project are available under those terms.
