Add debug command to trigger interval event manually

It's become apparent that some mods aren't playing well with this in place, and the behaviours in which this conflict occurs is not easily discoverable.

• commands.add_command
• <player>.admin

Specific emphasis that the command must be restricted to admin players.

/explosive-personality
  - reset - Reset the interval timer
  - debug/info -
  - run/force - 

• ... force might be misleading if it is thought to be related to game.forces (i.e. player, enemy or PvP teams), but it could also double as running the interval without resetting the timer.
• I have no idea if /explosive-personality should be the name of the command either, with some variations for implementation depending on scope or scale of the intended function.

CommandInfo.parameter is everything except the command itself as one string, as opposed to a table of strings (like how it would be done for pretty much any discord command framework).
