Invalid URL when trying to open ZIP

Hi there, I have a problem with using local zip file to craft project. 
Regardless if I use `craft myapp app.zip` or `craft myapp c:\bob\app.zip` I always get the same error, that is `life.zip is not a valid URL`

Am I doing anything wrong?
I am using node v6.11.2 + npm@3.10.10, Windows 10 x64.
