Upgrade menu scroll is oddly fast when mouse is over current tower's status

The upgrade menu scrolls entirely too fast if the mouse wheel is used when the mouse is placed over the current tower's box/stats/image. This should be relatively the same speed as if the mouse was over an upgrade-to tower's stats/image/box below the available upgrades text.
