I was trying to run hubblo-org/scaphandre#332 (reply in thread) but without success.

Maybe it because I'm using the custome kernel ?

Should work as long as you have /sys/devices/virtual/powercap/intel-rapl/

This only works with Intel CPU.
For AMD you need to use a different interface, as implemented in https://github.com/djselbeck/rapl-read-ryzen/
