Create a jenkins ci/cd to build the stellar-dbt-public image and push to dockerhub

stellar-dbt jenkins file

Will need to also copy and modify the https://github.com/stellar/stellar-dbt/blob/master/jenkins_lint_and_test.sh file to work with the stellar-dbt-public repo
