Feature Request: Add confetti to celebrate protocol upgrade #177

What problem does your feature solve?
It would be great to celebrate protocol upgrades. In NetworkStatus component we can monitor ledger version, if previous state ledger version is lower than current state we can trigger confetti for a few seconds.
