Enforced 'owned' uniqueness per file referenced from MinIO

Each file that is referenced in the Catalog should be able to maintain the relation 'owned' with only ONE package (i.e. Datasets, Processes). This also expands to the MinIO context where metadata must be tracked on each object through the tags or x-amz-meta fields.
