Could this resource file generator be used in Rider?

I really love this ResXFileCodeGeneratorEx and need use it in Rider, but I can't find a way to do it. I want use your source code then write a Rider plugin, but I am new here and I don't know how to do it.... :(

Ride only provider a build in Custom tool that used for generate the ResX designer.cs , named ResXFileCodeGenerator. I can't find the source code about Rider's ResXFileCodeGenerator, I really want to use your code and follow the Rider's ResXFileCodeGenerator source code to implement a ResXFileCodeGeneratorEx that will be worked with Rider.
