Cannot claim a bounty using cross-repository issue reference

Description

Hi I am trying to open a claim for a bounty where pull request lives in a different repo than the bounty.

To be more specific MyBitFoundation/MyBit-Network.tech#197 vs MyBitFoundation/MyBit-Trust.app#4 .I tried to use cross-references https://blog.github.com/2011-10-21-github-secrets/#cross-repository-issue-references but it does not help.

Expected behavior

Cross-repository issue references allow to claim a bounty from another GitHub repo.

Actual behavior

Bounty from a different repo than the pull request cannot be claimed.

Reproduction

Open a pull request for a bounty in a different repository than the one where bounty was advertised.
