Submit to CRAN

Thank you for this fantastic package! I'm requesting you consider submitting radEmu to CRAN. Packages in CRAN can be added to conda-forge or bioconda which is very useful for managing package versions and software environments.

Thanks @funnell !! I'll chat with @svteichman about the feasibility of this. CRAN makes this increasingly difficult, but I see why it would be helpful for you and others.

I agree, while there are a lot of benefits of being on CRAN, there also are a lot of hoops to jump through. We're working on a major version update currently, I think once that is merged I can take a closer look at the package and see how feasible CRAN submission seems!

As of version 2.2.0.0, radEmu passes cran checks with no errors, warnings, or notes. I think we should wait until we merge existing functionality we're working on (PR #170 and potentially PR #171), and then can submit this and see if it gets accepted.
