REST Endpoint To Report Users and Transform Statistics

As a ServiceX admin I want to be able to report user metrics so I can monitor uptake of the service

1. Requires the ability to create admin users
2. Create CSV output

What would be the mechanism for setting a user to admin? Do you want this in the front end CLI?

Also, what sort of metrics do we want to generate?
