In-App Billing with Asus Pad-ME172V

Dear All.
I get an error No:3
when I try to start In-App Service
is the problem with my device (Asus Pad-ME172V) or my account 
(helix.abdu@gmail.com)
I tried the code on Samsung galaxy S4 with the account of my friend and every 
thing is working fine;
