Automatically get latest versions for `Update Gradle plugins`

Instead of specifying latest version in config file, make the script get the latest version itself
Keep ability to specify version in config if desired though

Maybe ability to add even more plugins via config file to make the list customizable (rather than explicitly Gradle Galaxy and Shadow)
