Better handling of stream explorer when deployment is ongoing #8
Description
When you don't give enough memory to a system or something else go south we just get this.
Regardless how badly scdf server behaves, explorer should not show these things which are basically useless for a user.
Test case to use is apart of memory, forget to give more than 2 cpu's and no stream apps will ever get started as scdf/skipper took those 2 default cpu's.
