Filter Not seeing all Term Store values - Is there a limit?

We're using the React CQWP with a filter on a term store value

The filter appears to look at the term store, and not just the items in the list where the term is used.

Is there a limit how many items are returned or available to select?

We're not seeing all the items, but there are 249 terms in the Term St it's looking at?

If there is a limit how is it derived which to return? Order created up to the limit, etc.?
