Tooling for testing pipelines with featran code?

Right now must data pipeline developers test code by faking input and expected output which may not be feasible for pipelines using featran. Also featran pipelines may have multiple outputs, e.g. `TFRecords` and `settings` file and require more wiring to setup.
Maybe we should create some tooling for simplify testing?
