Create Issue, PR Templates and Project Auto-Add Workflows

NOTE: This depends on Spike-2/#84 moving everything to a new central project board.

Enhancements Requested:

• Create Issue and PR templates for this repo. Similar to how they're implemented on the Spike-2 repo, but tailored for this site.
• Create any requisite GitHub Actions workflows to automatically add Issues and PRs here to the new project board, like they are on the Spike-2 repo
