When marking someone as verified, no notification is sent.

Describe the solution you'd like

Allow verification by reacting to the admin-notifications message, which should then trigger a message alerting the user they've been verified. This could either be adding a reaction Spike pre-populates, or forcing admins to more deliberately choose the correct emoji to react. Will need to make sure a user doesn't already have the role before trying to assign it.

Additional context

Under no circumstances should admins be forced to use this. It should be offered as a convenience with a positive side-effect. Existing behavior should not be altered.
