Message Buck Multipliers #43

Task pulled away from #37 , as it really isn't necessary for WOOF.
Describe the solution you'd like
Add 2x, 3x, and 4x message buck multipliers. Only the highest multiplier purchased should affect the bucks; no chaining multipliers.

- Roles are already set up and in
consts.json - Items are in the Spike Store config, but disabled
