New contributors notes for external projects

There is a page about getting involved and how to contribute to spiffe/spire directly.

But there is no mention of a way of contributing that would greatly benefit the spire/spiffe ecosystem. Adding spiffe/spire support to other projects. We need a way to encourage those sorts of contributions too.
