Chrome 99 added a new Reporting API panel to devtools

This also works for Reporting API v0 (Report-To header), not just v1 (#21) but shows no endpoints for v0.

Supported with v0 (tested with M99):

• CSP
• Deprecation
• Intervention
• Permissions reports

Not supported (M99):

• Crash
• NEL

I should document it as another option, possibly a recommended one for v0, for viewing sent reports.

As discussed with @Synchro on Twitter, the panel is much improved in M142 as in it displays more reports, so let's wait a few more releases 😅
