Force reconfirmation of suspicious emails

I suggest implementing a system where a large chunk of emails can be banned using regex (which is already possible) but the affected users can gain access back by logging in and reconfirming their email. This allows legitimate accounts to recover by themselves without having to have pjb reenable their accounts
