Add test: admin transfer and new admin permissions

Test that admin transfer works correctly and the new admin has full permissions.

**Acceptance Criteria:**
- Transfer admin to new address
- Verify old admin cannot pause/resume
- Verify new admin can pause, resume, start group
- Test double transfer scenario
