Reduce image resolution befor processing it with filter chain

## Expected Enhancement
Reduce the resolution of the image on reception from provider_vision to maxi 400x400. (Specs from Camille S.)
Since we don't need a higher resolution than this to operate the functionalities of the sub, we could avoid processing a lot of data this way.

## Current Behavior
The filter chain is applied to the native resolution from the cameras.
