Upgrade Bio::GenomeUpdate::TPF to TPF v1.8

TPF spec v1.8 added biological feature in a non-sequence line (centromere or heterochromatin).

Make the mandatory fields/moose attributes like name and chr required in TPF.pm. Use required => 1

Otherwise tpf_solo flags warnings.
