Allow additional R packages to be installed into a singularity image

At the moment we only pre-install any R package that is needed for the RStudio IDE integration. 

Another use case is to pre-install additional packages into the singularity image that will be used to validate certain business workflows. 

The package sources here should include CRAN, Bioconductor and github sources.
