Telcom needs to be rebooted to allow socket connections #1

Description

@srswinde

Sometimes --I don' know how often-- when coming out of shutdown telcom doesn't seem to have the socket server running and other systems can't connect to it. Because telcom runs on a headless raspberrypi it is difficult to diagnose this problem. I have a few theories

  • The raspberrypi does not boot properly.
  • The raspberrypi has not finished booting when it is checked.
  • Network Problem.
  • The SD card is failing causing the raspberypi to not boot.
  • TCS is not yet running and the serial telemetry stream is not there.
  • Telcom can not find the correct USB port
