Add 'Upgraded Hardware' page

There is a tab for 'Fixed Hardware', 'New Detectors', 'INDI Compatible', etc on the main web page.  As a start, start filling in the 'Fixed Hardware' tab (which I think should be changed to 'Upgraded Hardware'.  Initial items to include are the new dewar window, new shutter, filter holders.
