Operator Framework Governance Meeting and Moving JOSDK

We had an initial meeting with operator framework governance (sub-)team. To discuss moving JOSDK to Operator Framework. We will shortly start the process probably.

We discussed it with members of the Operator Framework, I think we have a clear vision there. Probably we will move the repositories in comming week or week after, if no obstacles. Would like to do a release before.
