Test Container and Dev Service for Quarkus from Jenvtest

Jenvtest provides a very nice efficient way to write integration test for Kubernetes API Server.

To have a more integrated way of working with it for Quarkus, it might be beneficial to create a Dev Service (and Test Container in the background for it). This is something to discuss.
