Spoofing option is not working in AWS EC2

I installed samplicator in AWS EC2 and I am trying forward the syslog messages to different destination but its not working with -S spoofing enabled. Any help on this would be appreciated.

A switch/router can refuse to pass a packet whose spoofed source address does not match the local subnet, because it logically should not have originated there.
