BMAD tarballs no longer at link in dockerfile

The bmad distributions are no longer available at: https://www.classe.cornell.edu/~cesrulib/downloads/tarballs/

Instead they are now hosted on github: https://github.com/bmad-sim/bmad-ecosystem

The build steps should now refer to this repository and build from there.
