[Bug] Step 4 - Automate Reviews - Conversation resolution not blocking as expected

Summary

Step 4 uses rulesets to enforce conversation resolution. However, comments from Copilot Code Review may no longer be considered when enforcing rulesets. As such, the exercise probably needs modified.
