issue: tagging 自動補完功能 #67
Description
目前有像 github 的用 @ tag 使用者的功能，但是打使用者名稱的時候沒有補完，所以經常 tag 不到。
- 可以使用 username 或 display name 作為 tag 關鍵字，也就是使用者準備 tag 的時候兩個東西都要搜尋
- 也要支援 tag 組別
