Get rid of the workspace/out-dir distinction

It's a nice idea, but practical uses of Werk indicate that it isn't actually worth it.

Use cases where it just makes things more difficult:

• Recipes that simply copy files with the same name and directory structure from the workspace to the target folder.
• Workflow tasks that generate code within the source tree, where the generated code is supposed to be checked in.
