TSan's `halt_on_error` doesn't always work

@vesalvojdani found that sv-sanitizers doesn't give a verdict on EasyLogger from the Concrat suite, although when manually run there's TSan output about a data race, but the program doesn't terminate, so sv-sanitizers doesn't yet look at the output (and the exit code).

It might have something to do with handling of quotes in TSAN_OPTIONS.
