SPIKE: Review translation options #384

Transifex is costing us money, and we haven't re-evaluated our options for a while. It also (at a quick glance - there hasn't been a big investigation yet) doesn't seem to have a simple way to sync changes directly with github.
Investigate what alternatives there are. Some interesting metrics to evaluate may be cost, ease (and security) of automation, ease for community to add translation changes, etc.
One alternative option could be crowdin which commercially supports symfony/translation ^6 and boasts a github integration which may make automation easy.
Weblate is another alternative which is used by Matomo (see silverstripe/silverstripe-framework#11654 (comment))
