<si-datepicker>: date doesn't update in case of changing only time value #1443

Summary
When si-datepicker is used with timepicker enabled. changing only time doesn't update date value.

Steps to reproduce
Go to https://element.siemens.io/element-examples/#/overview/si-datepicker/si-datepicker?q=datep
Just change time value in bottom timepicker.
Observe that date object printed below doesn't update the time part.
